For the remainder of 2008, in order to return to the United States from Mexico, adults will need a government issued photo identification AND a Certified Copy of their birth certificate (It must carry an original seal from the issuing agency!). For youth 18 and under, only the certified copy of their birth certificate is required. Passports will likely be required in early 2009.
The Mexican Government requires that all unaccompanied minors have a a notarized permission statement from their parents in order to travel in Mexico.
